What is CIL?
The CIL is a digital or paper file which centralizes all the information concerning the energetic performance of his accommodation. Containing multiple information on the construction, works and installations of equipment carried out since, it is in some way the home health record, but also a memory aid, passed down from owner to owner.
What is the purpose of the Housing Information Booklet?
The CIL is of great use to homeowners. Indeed, a home, its materials and its equipment, age over time and occasionally require renovations and maintenance to maintain initial performance. Over the course of successive changes of owners, the house changes and sometimes essential information is lost. Forcing owners to centralize and transmit these elements thus makes it possible to certify the energy status of the house, to facilitate the interventions of building professionals, and therefore to reduce work to a minimum or to anticipate other work.
How to create the housing information booklet?
It is up to the owner to establish and update the Housing Information Booklet. This primarily involves centralizing and collecting information in the form of your choice (computer file, paper folder, cardboard file containing all the elements, etc.). New house and CIL: what must the builder provide?
To establish the Housing Information Booklet, the owner must collect various documents which will be provided to him by the builder.
This concerns:
Plans and instructions
– Surface plans and sections.
– Plans and descriptions of water, electricity, gas and ventilation networks.
– Operating, maintenance and servicing instructions for works and equipment (heating, hot water production, air conditioning).
The list of materials
You will need to provide information on all the materials that make up your exterior partitions and which serve for their insulation as well as their characteristics linked to energy performance.
– Insulation: nature, brand references, thermal characteristics and surface, interface treatment solutions implemented to ensure continuity of insulation and airtightness.
– Characteristics of doors and windows, bay windows opening onto the outside.

Documents certifying energy performance
– Certificate of compliance with environmental regulations 2020 (RE2020)

Are extensions covered by the Housing Information Booklet?
Like other new constructions, extensions are also concerned. Indeed, as soon as you build and apply for a building permit, you must create a Housing Information Booklet (CIL). All the elements concerning theextension will thus be brought together in the CIL.

CIL and renovation works
In a house already built, not all work must be mentioned in the CIL. Improvement work is therefore not listed. On the other hand, all work on elements that directly influence the energy consumption of housing and its qualities must be documented. This will involve:

– Installation or replacement of heating or cooling systems.

Housing information booklet (CIL): What documents should be kept during renovation?
Personalized insulation work to maintenance and servicing operations such as chimney sweeping, boiler servicing, etc., many operations must be recorded in this logbook and you must keep proof of this. The company carrying out the work or maintenance must provide certificates of completion of the work: quotes, invoices, etc. They must state:
– The date and description of the work
– The list and characteristics of the materials used
– Operating, maintenance and servicing instructions
The CIL important when reselling
If you have a sale of the house, the owner of the house must provide the CIL to the new buyer no later than the day of signing the deed of sale. The notary thus attests to this transfer in the authentic deed. This document offers more transparency, and reassures the new buyer about the condition of the property he is purchasing.
The CIL promotes high-performance homes
With the CIL, there is no question of cheating. It is an advantage when purchasing, since it allows you to know precisely the work to be carried out and to be able to negotiate accordingly. It also benefits the new houses or renovated to highlight their strong points: houses that are particularly respectful of energy standards and consume very little energy on a daily basis.
So the CIL should not be seen as a constraint. It simply encourages homeowners to aim for energetic performance, to better understand how their home works but also to keep important information to ensure the sustainability of the building and its performance in the long term.
